Prior to the U.S. Supreme Court's Kelo decision, the Anaheim City Council had made it a policy that eminent domain would not be used to seize land when the sole public purpose was transferring it to another private entity in the hopes of greater tax revenue. To ensure that this sound policy decision could not be reversed by a future city council on a simple majority vote, a charter amendment [Measure 'P'] was placed on the November 2006 ballot to forever prohibit Kelo-type eminent domain abuse in the City of Anaheim.
